* Which work-related injuries and illnesses should be recorded?
– Death
– Loss of consciousness
– Days away from work
– Restricted work activity or job transfer
– Medical treatment beyond first aid
– Additional criteria (4 clauses)
a) Blood-borne disease or other infectious material-induced injury
b) Any case requiring an employee to be medically removed under the requirements of an OSHA health standard
c) Tuberculosis infection
d) Decline of hearing
* Distinction between Medical treatment and first aid
– The following shall be exempted from the medical treatments and not recordable.
– Only observation, or counseling
– Diagnosis
– Any procedure that can be labeled first aid.
(e.g. Using eye patches, wound coverings, massages, finger guards etc.)
* Tips for counting the number of days
– In case of a single injury or illness involving both days away from work and days of restricted work activity
– In case that the total of either or the combination of both reaches 180 days
– Count the number of calendar days the employee was on restricted work activity or was away from work as a result of the recordable injury or illness. Do not count the day on which the injury or illness occurred in the number
* Privacy concern cases (No entering name)
– An injury or illness to an intimate body part or to the reproductive system
– Employee’s request not to enter his or her name
– A case of HIV infection, hepatitis, or tuberculosis
– Sexual assault injury or illness
– Mental illness

* Managing Log, Summary, and Incident Report
– Summary, not the log, must be posted 1st of Feb. to 30th of April
– Log and Summary shall be kept for 5 years
– Log and Summary shall be separated from each other
– Incident report shall be established within 7 calendar days after the recordable work-related injury or illness has occurred.

해외 프로젝트를 수행하며, 우리나라 노동부와 다른 재해율 계산방식을 소개하였습니다.
각 나라별로 재해율 계산방법이 달리하고, 일부 Global Company 는 자제 산출식을 갖고 있습니다.
여기에서는 미국의 OSHA Form300A 를 소개하였으며, 가중치는 “200,000”으로 하였습니다.
일부 “200,000인시”를 “1,000,000인시”로 적용하는 경우가 있으니, 계산값 산출시에 요구하는 회사(국가)의 세부기준은 별도로 확인하셔야 합니다.
OSHA의 경우, 200,000 = 근로자100명 * 8시간 * 5일 * 50주로 가중치 선정되어 있습니다.

5. 재해율 관리 방안
– Log를 제외한 Summary는 2월1일부터 4월30일까지 게재
– 기록은 3년 동안 보존
– Log 와 Summary는 분리되어 기록 관리 필요
– 기록이 필요한 산업 재해(부상/질병) 은 발생일로 부터 7일 이내 작성이 이뤄져야 한다
