2. 최하사점을 고려하여 Hook 체결 높이를 결정한다

H > h, 안전
H = h, 위험
H < h, 사고
H < h : 사고위험 H > h : 안전확보
ex) 작업자의 키 180cm 의 경우
1.0m + (1.0 * 30%)m + 0.9m = 2.2m
